Former Resident Peter Smith Passes Away.

It is with great sadness and with the utmost respect that I report the passing of Mr. Peter William Smith (April 23, 1930 - September 18, 2016). Peter was born in Weymouth Falls, Nova Scotia and was a longtime resident of Shelburne, N.S.

On a personal note, it was Mr. Smith who first contacted my mother more than 15 years ago (after Charles Saunders wrote "Share and Care") to encourage her, his brothers, and any former resident who would listen, to write and share their own story about the "Colored Home".

Because of his tenacity, as well as the powerful contributions of other former residents, the story of the Home is what it is today.

I have been waiting for Voices and former residents to keep us abreast on what is happening with the public inquiry, etc. Hopefully more information will be forthcoming.

Here is what I know:

1. Former residents have received correspondence from the Bruneau Group. The IAP process (part 3) is now complete.

Scott Family Bursary Award winners have been selected. 

Congratulations are extended to 17 year old, Avon View High School (Windsor, Nova Scotia) student Jilisa Tempro and 18 year old, Auburn Drive High School (Cole Harbour, Nova Scotia) student Hannah Bruce. Both young ladies are the recipients of $500 bursaries. It was initially advertised that only one bursary would be offered, but a second bursary became available. Jilisa will be attending Acadia University in September. Hannah will be taking her talents south of the border to Utah Valley University. We wish them success and happiness.

A Welcome Change! Congratulations Kenneth Scott!

Dear Friends,

I started this community website for former residents of the Home more than five years ago. Although it was for my Master's degree, I did it because of my friendship with Ken Scott and his mom Marilyn Scott. The injustice of the situation bothered me and I wanted people to know what happened to the children in the Home. I wanted to create a respectful space online that former residents could share their experiences with each other, feel supported and get information. Through this process, I also met Garnet Smith, Edgar Smith and Peter Smith. I've come to know Garnet, Marilyn and Edgar well and treasure my friendships with them. I've also had the opportunity to meet some of you at the second reunion in Truro a couple of years ago.

So much has happened in the five years ... an official apology from the Nova Scotia government, financial restitution and a public inquiry based on restorative justice. I know this cannot make up for what has happened to many of you. However, you now know that people believe you and care about you.

I committed to having the website for five years and it's beyond that time. I've handed it over officially to Ken Scott who will continue to run it. Ken has been dedicated to getting the story out about the Home since I've known him. He cares so much. I can't think of a more perfect person to manage the site, which really he's been doing almost from the beginning. Of course, I will continue to be a member of the site.

I've been touched by what people have shared - thoughts, poems and personal photos. I hope the site continues to be a positive place where you feel safe to share. I hope you take care of each other and most importantly to take care of yourselves.

Please join me in congratulating Ken on taking over the site. I know it's in good hands with him. Congratulations Ken!

Update- Final Installment of the IAP Process:

Hello Everyone, 

I thought I would give an update on the projected payout of the final installment of the IAP process.

As of today I was informed through the Bruneau Group that checks should be able to be sent out in July. This is a tentative date (based on what we know today).  The reason is that due to excessive appeals the final appeal period is not up yet and once that happens the review of these appeals will take place. The Bruneau Group anticipates that this will take about a month. If there are any questions or concerns on this or any other issue please feel free to call VOICES at one of the numbers below. The young man states that his father was born in 1966 and goes by the name Ken/Kenneth or Kenny. He had olive skin (native or mixed race) with Negro features and blue eyes (or grey).  Any help would be great. Social Services was reluctant to help.

Dear Members,

It is hard to believe that another year is about to come to an end in less than 2 weeks. The settlement with the Nova Scotia government, with the accompanying historic formal apology , in my humble opinion, should make your story Nova Scotia Newsmaker of the Year. And we all know it didn't happen by accident. Thank you to everyone for your public and behind the scenes contributions.

Also, I hope the public inquiry happens early into the new year. Equally as important are the connections and re-connections you have made simply by using this site. Let's ensure that they continue. Spread the word about this site to other former residents. The Bruneau group has sent out claims forms to all they have addresses for.  In the mean time former residents should call the lawyers office and give verbal permission to release their files so the Bruneau Group receives their files ahead of their claim.  Otherwise they will have to wait until the Bruneau Group receives the files from the lawyers. This will speed up the process.

I thought I would give an update on the projected payout of the final installment of the IAP process.

As of today I was informed through the Bruneau Group that checks should be able to be sent out in July. This is a tentative date (based on what we know today).  The reason is that due to excessive appeals the final appeal period is not up yet and once that happens the review of these appeals will take place. The Bruneau Group anticipates that this will take about a month. If there are any questions or concerns on this or any other issue please feel free to call VOICES at one of the numbers below. SETTLEMENT TIMELINE

The following is a timeline for the settlement process between the Nova Scotia government and former residents of the Nova Scotia Home for Colored Children.

June 3:

  • Court documents filed outlining settlement agreement.

June 6:

  • Motion for preliminary approval to allow settlement to be advertised to class members.
  • Period for advertising settlement.

July 7:

  • Motion for approval of the settlement agreement.
  • Period for advertising approval notice.

Aug 18:

  • Class members to notify legal counsel for former residents if they are opting out of the settlement.
  • Period for reviewing any opt-outs.

Sept 26: Effective date. If no issues arise, settlement is finalized.

Oct 10: Nova Scotia Attorney General pays lump sum to legal counsel for the former residents.

In this monthly session for former residents, we'll meet at the Emera Oval at Halifax Commons for the first "Soul to Sole" Walking Club. Bring comfortable clothes and shoes for walking.

The Bruneau group has sent out claims forms to all they have addresses for.  In the mean time former residents should call the lawyers office and give verbal permission to release their files so the Bruneau Group receives their files ahead of their claim.  Otherwise they will have to wait until the Bruneau Group receives the files from the lawyers. This will speed up the process.
